Half of the leds are not working (asus rog strix 4070ti OC)

I just bought a asus rog strix 4070ti OC graphics card but half of the LEDs are not working 

Although I see the graphics card with the armory crate, not all of the LEDs work.

Is this a software bug? or is there a hardware problem?

what should I do?

May I ask if half the LEDs are not working after installing Armory Crate? Have all the items in the armory crate update center been updated to the latest?
In order to better understand your problem, please confirm the following questions:
- the full model name of the motherboard currently in use
- the current BIOS version and the content of the setting in BIOS (or whether it is the default)
- the brand and model name of the CPU, DRAM, GPU, and PSU currently installed
- the OS version and OS build
- Armory Crate version and a screen shot of the Armory Crate Update Center
If using the Armory Crate uninstall tool to remove the Armory Crate and restart it, can the RGB lights of the ROG Strix GeForce RTX 4070Ti 12GB GDDR6X OC Edition fully work?
