ASUS ROG Astral RTX 5090 OC – Fan Not Working, PCIE speed is limited to 3.0

I recently purchased an ASUS ROG Astral RTX 5090 OC graphics card. 

After installing the card in my system, I noticed an issue where the bottom third fan is not spinning at all, even under full GPU load. I have also observed that the GPU reports running at PCIe 3.0 speeds instead of PCIe 5.0.

I have tried reseating card many times and tested the card with both my Corsair HX1200i PSU’s 12VHPWR cable and ASUS-supplied 4×8-pin to 12VHPWR cable, but the fan issue persists..

Here are my system details for your reference:

CPU: Intel Core i9-14900K
GPU: ASUS ROG Astral RTX 5090 OC 32GB
Motherboard: ASUS ROG Strix Z790-E Gaming WiFi II
RAM: Corsair Dominator Platinum RGB 128GB (4×32GB) DDR5 5600MHz
PSU: Corsair HX1200i (Platinum, 1200W)
Cooling: NZXT Kraken Elite 360 RGB AIO
Case: NZXT H9 Elite White with Lian Li RGB fans
OS: Windows 11 Enterprise

PCIe Speed Limitation is solved by the Alternative PCIe Mode switch button on my motherboard which was set to 2nd Step. I changed it to Auto and the problem is solved BUT the fan was still not working. So the card is now gone for replacement.

1. Fan Malfunction

  • Please ensure you have installed the latest version of GPU Tweak III and the official ASUS GPU driver, then verify if the third fan’s RPM is properly detected and adjustable in the software.

  • Kindly confirm whether this issue has been present since the initial purchase or if it occurred recently.

2. PCIe Speed Limitation

  • Please make sure the graphics card is installed in the primary PCIe 5.0 x16 slot on your motherboard.

  • In the BIOS, verify that “PCIe Configuration” is set to Auto or Gen5, and update your BIOS to the latest version.

If the issue persists after these checks, please provide us with:

  1. The product serial number (S/N) via private message.

  2. A screenshot from GPU Tweak III or GPU-Z .

We will escalate the information to our technical team for further review and assist you with the next steps.

Already picked up by reseller PrimeABGB (India) on 20th August, recieved by them on 25th... they sent card to ASUS RMA on 26th by them. They asked me to wait till 28th and assured me that my replacement will be shipped by 28th August. Before sending I also noticed (by touching the card) that card was getting very hot at center without any load though temps showing were 55-60 deg C (May be bec of fan not working).

Wanted to knw if this is normal ... the new card is also generating heat when i touch the back of the card when the GPU is just under 1-3% load .... there is some heat around it ... doesnt this card stay cool when not in use?

In NZXT display its showing 3% usage and 52 deg C temperature (fan not running)... Is it normal?
