4070 Dual P vs Q

It seems that there's a misleading marketing name used here?

It seemd the card does not have the dual BIOS indeed, the a dual BIOS mobo, seems the switch will just put a resistance before the fan voltage to reduce their speed a little, just that, and no base/boost/max frequency change will apply to the GPU itself, am I right?

I mean the P/Q switch is just a fan speed control and has nothing to do with the GPU frequency, BIOS or the official description, please correct me if I'am wrong, thanks.
