So I've been dealing with issues relating to Bongiovi drivers, they cause my system to lag severly when using an audio interface. ( A usb soundcard, in my case, a focusrtite scarlet solo 4th gen). When i'm not using the interface my lag disappear. when I uninstall bongiovi drivers, my lag disappears almost fully (some stutters every so often remain, this is very frustrating).
I've attempted to reinstall my graphics drivers, audio drivers.
tried different performance modes on my gpu and cable connections.
none of the above helped.
Right now I have my headphones plugged into the internal soundcard to avoid more issues. I am also able to play VR with the index without FPS spikes.
I have a rog strix z790-f gaming wifi II motherboard, RTX 4090 GPU and i9-14900kf

It sounds like there could be some driver confliction.
Something I'd try is....
Use your sound card to get the lag, then run the windows audio troubleshooter to see if it gives you any clues to what's causing the lag.

regarding your issue with the Bongiovi driver, the backend team released MB SDK v3.00.21 yesterday.
Please go to Armoury Crate to update your SDK.
After updating, please check to confirm whether the issues you encountered have been resolved. Thank you.

I tried this but it was not succesful in fixing my lag problems, they seem to be coming from somewhere else in armoury crate however. I uninstalled armoury crate with the uninstaller tool, for now my fps drops have stopped and my pc is stable again. I'm unsure as to what exact part of armoury crate it could've been. When the bongiovi drivers are present the static is now gone, but it amplifies my framerate spikes.

I've attempted to use a USB headset as well, my FPS issues remained. so at this point it has nothing to do with the audio interface.

After further testing, the FPs issues remained even with Armoury Crate uninstalled. I now suspect it may be corsair iCue. I've uninstalled this software and will see what happens.

This is a stretch, is there any chance. On the strix 4090 OC that a dual 4 monitor set up with different refresh rates can cause my screens to freeze every now and then?

Have you tried seeing if the issue occurs with just one panel connected? That would be the most obvious suggestion at this point. Test stability as @Nate152 has suggested.
You also mentioned Latencymon spikes to 2000ms - on what service? This could be fairly telling, and the whole purpose for running the application is to unearth which process is hanging. If unsure what exactly it is you're looking at, screenshot the application and upload it here.

So far I have been unable to recreate the issue with only 144hz monitor in use. I’m also trying two 144hz monitors one being 1080p. Also seems fine.
latency I’m unsure about I’ll do more testing with latency mon.
