Use Driver Store Explorer (Right click on "Rapr.exe" > Run as administrator).
If you want better interrupts delivery latency
Enable MSI (Message Signaled-based Interrupts) mode on all your supported devices (see the column "supported modes") with
MSI Mode Utility (Right click on "MSI_Mode_Utility_v3.exe" > Run as administrator).

Hi,
This version, even though it is mistakenly flagged by Intel as X299 compatible, does not contain the Skylake-E driver required for Skylake-X/Cascade Lake-X CPUs.

You're welcome 😉
I assume you already know that you are throttling your RTX 4090 (PCIe 4.0 x16) by using it on PCIe 3.0 x16, but nevertheless be aware that the loss of performance is negligible (2%) :

Thank you for your kindness advice. 😁 https://www.userbenchmark.com/UserRun/62392156
After trying many games and benchmarks. I totally satisfied its overall performance.
Combined Core i9 7980XE + RTX 4090 power on many tasks was very impressive.😍
