That's not how it functioned previously, with animations.
Even if it actually is "by design", then there are clearly bugs with it as it doesn't "resume" cleanly. The animation will abruptly jump to a different position when it resumes.

If my system goes to sleep they shut off, but I usually just let me screens sleep when I'm, say, at lunch.
