Restart on Shutdown - New Build

Driving me nuts!

Built a new system and its running perfectly no issues.
Ramapge IV Black
ax1200i psu
Corsair h100i cooler
32mb Kingston hyperX beast
Radeon R9 290x
intel i7 4960x
Windows 7 pro 64

Issue I have every time I tell the machine to shut-down it does so correctly.
The it pauses for 3 seconds (checked bios this is set to 3 seconds post pause) and starts back up again.

I've checked everything I know I can check, no events being written or errors anywhere.
Checked wake on lan on the nic, checked the power down reg key.
All drivers up to date and bios.

What am I missing?

No not got Intel RST installed.
Only Intel Network connections and Intel Management Engine Components.

Well after a full day of messing about and process of elimination I narrowed it down to the mobo itself.

All that needed doing was popping the battery out and resetting the cmos.

Now works no issues, what a pain in the butt that was 🙂
