GPU : ROG STRIX GTX 1080 Ti - driver version 390.77 (not overclocked yet)
RAM : Corsair LED 64 GB (4 x 16GB) (not overclocked yet)
Cooling : Corsair H115i
Software for tuning : Tweak II V1.6.0.5
Has anyone been having the same issue or is it just the way the GPU fan works?

As soon as the card hits 60 degrees (wich it only does wenn gaming), the fans kick in at 5%, 10%, 15% and so on. There is no minimum of 36%.
I use MSI Afterburner to control the OC and fancurve, not GPU tweak, so i'm guessing your problem is software related.
