Fan step up

Hello everyone,

My 7700k spike like a champ,
so I'm trying to set a delay before fans ramp up.

Is "CPU fan step up" (in BIOS) the delay i'm looking for?
I have set 12 seconds, but I don't understand , when will this countdown starts, if CPU temp is constantly changing?

CPU Fan Step Up
This item allows you to set the value of the CPU fan step up.
Configuration options: [0 sec] [2.1 sec] [2.8 sec] [3.6 sec] [4.2 sec] [5.0 sec] [6.3 sec]
[8.5 sec] [12 sec] [25 sec]

The manual doesn't tell me much.
