It also causes all CPU cores to boost to max speed that makes temperature goes higher than normal. if I use 'Set Affinity' function of Windows to force it to use just one core, then CPU can downclock normally ( but the process still uses more than 10% of my i5 9600k CPU!)

We don't really see an issue with short spikes because applying new lighting effects in the middles of a game isn't really typical behavior.
