To fix this, you need to uninstall iCUE and the AURA plugin, reboot, then reinstall the Corsair AURA plugin and reboot again, reinstall ICUE (optional).
Bear in mind that with the latest plugin update, you no longer need iCUE installed to control RAM RGB—only the plugin is required.

Ok, I'm testing some things and I have to report that the procedure above works until you reboot the PC. After that, the problem starts again.
To fix this, you need to go to "Services" via the Start menu, find "Corsair Device Control Service," right-click, and select "Restart." Then, the RGB will be fixed until the next reboot.
I'm not sure if it's a plug-in issue or an Armory Crate problem. It’s probably an incompatibility due to the new release. I think Corsair and Asus need to figure this out.

totally agree with you ... ive been cursing and screaming for days now because this is exactly whats happening with my vengence pro gets recognised by doing the steps you describe but on next reboot ive got to go thru the whole process again

**UPDATE** i do not know if i just got lucky but we had a cyclone here so i pulled my rig down and stored up away from impending flooding tg it didn't flood but i was without my setup for about a week. when i plugged it back in still had the issue with corsair ram and a/c so i deleted the newer plugin reinstalled the older plugin and icue and so far, it has worked on this newer A/C where it wouldn't before

Wish I saw this earlier, wasted hours on it .... step in the right direction getting rid of icue .... a better step would be that ROG do some ram themselves ... or at the very least, get some real affilation going with a manufaturer that does

made a quick fix, made a batch file named it "corsair.bat", the file consists of stop and start command.
net stop CorsairDeviceControlService
net start CorsairDeviceControlService
Then I just made a basic task in task scheduler that triggers on login (i added a 3 sec delay ... just a rough way to trigger it but it did the job). I tend to think this use to happen with the previous version (use to see the ram argb flicker a bit just after login), but ever since the armoury update it sort of broke icue on my pc ... it totally dissappered after the update, even messed with icue's registery entry.

Corsair Ram integration to Armoury Crate has been a nightmare for years. I tried it after reading this thread on AC 6.0 and it works... sometimes. Glad it works without Icue thought that's a good news.
Other time after reboot I got that error in Event viewers causing the Aura Page on AC and the Aura lightning to be unresponsive until I uninstall the Corsair Aura Plugin.

Not sure who is at fault here, if it's Asus or Corsair but last time I've reported a bug to them, I've waited a year to finally have an update on that Aura plugin from Corsair just to fix the patern of the LEDs.

Tend to think Corsair is to blame here ... That Icue was thier foot in the door of your PC as sales approach IMO, the amount of network traffic on that app is insance, and for what? that dont stand to gain much in fixing it, in fact will loose machines thier app is installed on. I will be remembering this for all my future Asus ROG builds ... stuck with the company a long time, corsair on the other hand, this RAM is my first and last expierence with them for sure.
