Debug Error!

This only appears when logged in under a standard user not as admin.
I have had other errors and fixed temporarily by allowing the application to not load under user but forcing it to use my username when the standard user logs in. as Default it is set to user. the below fixes a few other additional error messages where I set it to my admin user ACC but still get the error pictured above
