When in game or any 3D bench running the CPU will throttle to 23W without reaching temp limits,
this only happens when the battery is under 100%, as long as the battery is 100% CPU will use up
to 45-50W as necessary so it is not a power or thermal issue. One user even disconnected the battery and the limit went lower.
This is causing a significant drop in performance in high fps games and the laptop is not performing as advertised.
The issue goes away after uninstalling Armoury Crate but it's not a solution as you lose gpu boost and control over many things.
Is this a bug or a feature?
Here are several people with the same issue:https://www.techpowerup.com/forums/threads/12700h-power-limit-throttle-on-asus-flow-z13.292754/https://www.reddit.com/r/intel/comments/vuyxwc/how_to_stop_i7_12700h_from_power_limit_throttling/https://forums.tomshardware.com/threads/how-to-stop-i7-12700h-from-power-limit-throttling.3769453/https://www.reddit.com/r/GamingLaptops/comments/vx3jo5/armoury_crate_alternative_for_asus_tuf_f15_in...https://www.reddit.com/r/intel/comments/vvbrko/how_to_stop_i7_12700h_edp_throttling/
