r9 380x doesnt seem to be running properly

I recently picked up an Asus R9-380x-oc4g-gaming and it appears to install properly but seems to be running real slow. When I try to open Gpu tweak to see what the card is running at, but that wont open. under hardware tab in the Radeon settings panel in Crimson, it sees the card but not the clocks. I have tried multiple versions of Crimson and Catalyst, as well as multiple versions of Gpu tweak. I have also tried Msi afterburner and Sapphire Trixx with no luck. I tried the card in a Crosshair IV Formula build with a 1090t, and a Crosshair V Formula Z build with a FX 8320.

Have you tried updating the BIOS? Which driver version did you try? It's a good idea to try older drivers as well. Best to sweep all the drivers with DDU first then try a older driver.

The BIOS for the motherboards or the GPU?
Both of my motherboards are running the most up to date BIOS,
as for the graphics cards its running BIOS Version - 015.049.000.009 from November 2015
so I'm unsure if they've released a newer BIOS than that.

Driver versions I have tried include
(Windows 10 64 bit) Crimson 15.12 and 16.1 hotfix
(Windows 8.1 64 bit) Catalyst 15.7 and 15.71, Crimson 15.11, 15.12, and the 16.1 hotfix

I used DDU in Safe Mode on all of the drivers and have even done a clean install 8.1 and 10 on the Crosshair V build.
