According to the manufacturer of the VRAM, Hynix, the chip operates under 1.5V and 6000Mhz( 1500Mhz ). ASUS overclocked it to 6400Mhz( 1600Mhz ) setting the voltage to 1.6V for marketing purposes. I think this is what causes instabilities over the VRAM thus the artifacts produced. Apparently ASUS did not test it very well and push it to production taking a big portion of the sales of the R9 280x market share.

I had my 280X replaced and the new card doesn't show any problems. No artifacts in games and desktop, no errors in OCCT. Don't waste your time looking for a solution on your end, just RMA it.

How long did it take to receive the RMA?

Just a little follow up :
I replaced my R9 280x. I didn't RMA it. I returned the card to get a full refund and bought the same card somewhere else. I didn't have any problem yet. I play Battlefield4 on ultra with ~80 fps without artifacts! Damn that feel...
The only weird thing is that it makes a clicking noise sometimes... But when I put my finger on the card over the plastic cover near to the power cable, the noise stops. Hope this card will not explode on my face...
