R9 280x DirectCU II Top Artifacts!!

HEllo i just upgraded from an 7870 to the R9280X-DC2T-3GD5

I followed these steps for drivers

1. Ran Catalyst control center from C:/ AMD and did a custom uninstall. Removed all
2. Restarted computer
3. Ran Driver Fusion and deleted everything from AMD
4. Restarted computer
5. Installed latest 13.12 R9 drivers from AMD site

I get artifacts (shapes, lines , squares) flashing everywhere in screen , when in Chrome, in Dota 2 and Planetside 2. Haven't tested in more games , but I guess it will be the same.
The card will need a replacement? I have a Corsair CX600 , AMD FX 8350, Corsair Vengeance 2x4gb 1600 mhz
I read somewhere about GPU bios update. I ran the GPU ASUS TWEAK software that came in with the CD, and i tried to update something but i got a message ROM programming fail. But then it seemed to installed the update and forced me to restart the computer.
But still i get artifacts.
What do you suggest?

According to the manufacturer of the VRAM, Hynix, the chip operates under 1.5V and 6000Mhz( 1500Mhz ). ASUS overclocked it to 6400Mhz( 1600Mhz ) setting the voltage to 1.6V for marketing purposes. I think this is what causes instabilities over the VRAM thus the artifacts produced. Apparently ASUS did not test it very well and push it to production taking a big portion of the sales of the R9 280x market share.

Would you happen to have the Hynix part number for the memory they are using? I know for the 7970/280 Matrix series, they are using H5GQ2H24AFR R0C. Which is rated for 6000@1.5v that Asus OC'ed to 6600(7970)/6400(280x) causing artifacts. With artifacts listed in this thread, I figured they were using the same memory for Directcu II as well.

I had my 280X replaced and the new card doesn't show any problems. No artifacts in games and desktop, no errors in OCCT. Don't waste your time looking for a solution on your end, just RMA it.

The RMA procedure in my country is not handle very well. I reside to this only if I can't do nothing to solve this by myself. Besides there is no stock for now to send me another one.

How long did it take to receive the RMA?

I didn't RMA per se. I went back to the store I bought it from, returned the card because I suspect the memory to be faulty and bought a new one.

Just a little follow up :

I replaced my R9 280x. I didn't RMA it. I returned the card to get a full refund and bought the same card somewhere else. I didn't have any problem yet. I play Battlefield4 on ultra with ~80 fps without artifacts! Damn that feel...
The only weird thing is that it makes a clicking noise sometimes... But when I put my finger on the card over the plastic cover near to the power cable, the noise stops. Hope this card will not explode on my face...

Clicking noise? Like this in this video : https://www.youtube.com/watch?v=HP73edpQwgc

Nope, like this : https://www.dropbox.com/s/lr2sffv3wb8cxdr/20140313_234745.mp4

And I take back everything I said up there. After 1 hours of game, 1 benchmark with 3DMark11 and another one with Heaven, artifacts reappeared again with my second Asus R9-280X-DC2T card...

I... I don't know what to say... or to do...
