Need advice / suggestions on RX 580 ROG Strix TOP Edition 8GB

Hi all,

I got this card running on a CH VII and Ryzen 2600X combo, and need some help.

• While the GPU downclocks itself to 300 Mhz when idle, the memory is always running at 8000 Mhz. I am able to reduce it to 7000 Mhz in GPU Tweak, but not any further. Is there any way I can downclock the memory too when the system is idling; and without GPU Tweak running?
  
• I have connected an external fan to the card, but the fan is active only if the GPU Tweak App running. I have configured my case fans in the BIOS and would like to do the same with the GPU too. Is there anyway I can get the external fan running without having to load the app?
