Asus Tuf 7900XTX Startup Issue

I am posting this here as I believe this is a GPU issue, as the same thing was happening on my old AM4 platform before I moved to AM5.

What is happening is that when I turn my system on, everything spins up and lights up as normal, but the graphics card does not seem to work every time. I can hear the system get to Windows, but nothing is displayed on the screen. The only way to get the system to work properly is to hold the power button down on the system, and power it off and then back on. The system then always boots normally on the second try. This happens with my monitor coming on from standby, I never turn the monitor off after turning my system off. I have to go through these steps probably 80% of the time I turn my PC on, but not every time. Does anyone why this may be and how I can stop this from happening?

System Specs:

ASUS Rog B650E-F. 7800x3D, 32GB Ram, Asus Tuf 7900XTX, Asus XG349C monitor.
