x870e Creator board, cannot get it started

New board, new (ANTEC NE1000G) PSU, new RAM: 64gb ECC, CPU: new Ryzen 9 990oX

Cannot get it to boot

32gb ddr5 ram in slot-2 the other 32gb in slot-4

USB dvd installer is plugged into a USB port

1tb hdd ready to receive OS plugged into SATA-1 port

Antec PSU 'hybrid' button is IN (meaning not interested)

power-on botton plugged into 2 power puns of panek system header

As soon as I turn the PSU power switch ON the dvdv drive activates for a while

Pressing the power-on (panel) switch has no effect, neither does shorting the 2 pins have any effect

PSU fan never turns

No light or LED's illuminated

NB: I removed the entire wifi module and the GPU is not installed yet, should not prevent the board from booting.

Is there a step by step DETAILED guide WITH troubleshooting and FIXes at every step?

Addendum to this thread:

Since I do not t see the CPU fan spining I'm limiting the power-on time to about one minute.  Is there a safe time to run without a fan, maximum (if any) activity being BIOS settings?  I'm thinking maybe the board needs several minutes just to get going.

I don't know how to edit my own posting on this forum, so I do the addendum here.

The power-on button actually works. Thr problrm if there is one. ids the yellow Q-LED light which I think refers to the ram cards. There are 2 of them, each 32gb and ECC, in slots 2 and 4.  Ittook me MONTHS to get an answer from asus as to these cards being OK for this board;

I have reseated them several times but no joy!  The PSU and CPU fans start but the yellow LED comes on and the system just powers down.
