X870E 1203 - Single Core Won't Go Above 5.6ghz No Matter What

So my 9950x3D with -20 CCD0, -25 CCD1, FMax +200 set to motherboard and an 85° PBO limit refuses to go past 5.6ghz. I've tried it completely stock, etc and it stays the same as with my PBO setting. I'm confused why my CPU won't boost past 5.6ghz. I've updated to the latest bios, drivers, chipset, etc. Turning ECLK on also lowers the max frequency instead of raising it. Setting manual PBO ppt limits, etc causes immense lag. No matter what settings single core won't go past 5.6ghz

Someone else mentioned that they have the same problem and now I'm wondering if it's a bug in the bios. Any help would be appreciated even if you have the same problem

Motherboard - ASUS ROG Crosshair X870E Hero

CPU - AMD 9950x3D - Thermal Grizzly Duronaut

GPU - ASUS ROG Astral 5090 OC

RAM - Corsair Dominator Titanium 64GB CL30 DDR5 RGB 6000HZ - 32GB x 2

Boot Drive - Corsair MP700 Pro 4TB

AIO - Corsair ICUE Link H170i RGB 420MM

PSU - ASUS ROG Thor Titanium III

UPDATE:

With RopBench I was able to reach 5.9Ghz under low workload, Hwinfo reported 5.9Ghz effective speed and statuscore did the same.
