Strix X870E-E w/ 9950X wont post. Qcodes C5/15/00

Building a new machine this week and after getting everything in the case and all wired up im unable to boot the system... iv taken some notes along the way. sorry for the format and wall spam but here they are...


Installed Motherboard(ROG STRIX X870E-E GAMING WIFI), CPU(9950X), Memory (CMP64GX5M2B6000C30), GPU(ROG 4070 TI Super) PSU (Corsair RM1000e) SSD drive (Samsung 990 pro m.2).

Downloaded latest BIOS (0706) renamed file and copied to USB driver.
plugged into motherboard BIOS usb port and help FlashBack button for 3 seconds.
Bios Flash completed
Booted up system for first time.

took a few minutes but system beep continuously and an message on screen "New CPU Installed, fTPM/PSP NV corrupted or fTPM/PSP NV structure changed. Press Y to reset..."

Pressed Y to reset.

eventually BIOS setup began to load. about 5-10 seconds into seeing the BIOS Setup screen the system seem to restart or crash.

Motherboard shows a qcode of C5 for many reboot attempts.

attempt reseating memory that was originally installed per manual instructions in DIMM_B2 and DIMM_A2 but C5 continues.

attempt single stick of memory in DIMM_A2. C5. at this point i noticed the DRAM Led was solid

attempt other single stick in DIMM_A2. C5/DRAM Led solid

attempt DIMM_B2. C5/DRAM Led solid

attempt other stick in DIMM_B2. C5/DRAM Led solid

attempted DIMM_A2 again. system seem to boot for a moment. briefly with message of 'system bios is updating. dont reboot...' soon after screen went black. waited 20+ min. nothing happened. DRAM Led remained solid

eventually reboot. now qcode 00/DRAM Led solid

attempted BIOS Flash of 0706 again. qcode 00/DRAM Led solid

attempt BIOS Flash to 0606. back to C5/DRAM Led solid

pulled CMOS battery for 5+ min. C5/DRAM Led solid

pulled CPU for inspection. CPU looks find. Socket looks fine. no bent pins.

reinstalled CPU and both Memory sticks (A2,B2). no GPU from this point forward in testing unless otherwise mentioned. 00/DRAM Led solid. going to let it sit for 30 min.
Note: LED lights on memory sticks are out of sync. not sure that means anything.
5:11-5:46 no change. ram stick LEDs way out of sync after 30+ min.

attempt BIOS Flash to 0223. C5/DRAM Led solid

removed stick from A2 so only B2 remained. C5/DRAM Led solid

removed all ram and booted up. qcode 10/DRAM Led solid

reset CMOS, boot up with 0 ram again. qcode 10/DRAM Led solid

attempted 1 ram stick in A2. 15/EC/DRAM Led solid

attempted same ram stick in B2. 15/C5

attempted A1. 00/DRAM Led solid

attempted B1. 00/DRAM Led solid

back to A2. now 00/DRAM Led solid

Reset CMOS again

tried A2 again. 00/DRAM Led solid

attempted 2nd stick of memory in A2. 00/DRAM Led solid

attempting BIOS flash 0605 Beta Version. 1 Stick A2. 00/DRAM Led solid

attempting B2. 00/DRAM Led solid

Reset CMOS again cuz why not

attempting B2. 00/DRAM Led solid

I Dont have extra DDR5 or AM5 CPU for testing so im sort of sol on that front.... anyone have any ideas for me? or do i have hardware failure here?

If so. what do i RMA? the Mobo, CPU, RAM?

any help would be very much appreciated

for no reason at all i turned the PC on again about an hour ish later from the last test that had resulted in a 00 qcode.. however this time we are back to C5 after a few seconds of 15 qcode. DRAM LED is of course solid.

really scratching my head here on what is the issue... the CPU or the Mobo.

ill continue to update this post with anything i try/learn.

spoke with support this morning... they decided it best i return the motherboard and have it replaced. no need to reply to this post anymore. thanks

Just curious, how long did you wait for the code and the solid dram led to clear? Amd can take up to a few minutes to train memory when initialized. Have you given it enough time to actually post?

with 1 32GB stick, i let it sit for 35+ min on a couple of occasions as i had read that in other posts.

Downgrade your bios to 0606. I have the same setup and 0706 doesn't work for me but 0606 is pretty stable. 

I have also read that you need to reset the bios to default before you downgrade. I did it before and after and it worked.

not that it matters for me now, but do you mean clear the cmos?

Yep, or after safe boot, just restore defaults

i did clear the cmos on several occasions through out my troubleshooting. but i never actually got into the bios to change anything so it should have been default the entire time?
