ROG STRIX X870-A GAMING WIFI Not rebooting/booting if i dont cut PSU power

For a while now, I've been having problems with my ASUS ROG STRIX X870-A GAMING WIFI, first my old GTX 1070 didnt pass POST, but only when rebooting/shutting down. If I cut the power and put it back on, it passed the POST without problems.
When I used the integrade of my ryzen 9950x it worked fine.
Now I have decided to buy a new graphics card, an ARC B580 and I updated the BIOS.
Now the GPU passes the POST without problem but something happens with the RAM, it turns out that if I do not cut the power, it does not start correctly, the yellow LED stays on for a few seconds, the screen says that there is no device, then the OS starts directly, without letting me enter the BIOS.
This is a !@#$& because I have different volumes with different operating systems, which means that if I don't enter the BIOS I can't change the boot order.
I don't want to have to cut the power to my computer every time I want to change the OS, and even less having paid more than 500 euros for the motherboard.

I leave you the data:
CPU: ryzen 9 9950x
MB: ROG STRIX X870-A GAMING WIFI
RAM: Cosair Dominator Titanium (EXPO, not XMP)

I have Ai Tweaker on EXPO II, I have tried it on AUTO and EXPO I without solving the problem.
The BIOS is in the latest version
I have also tried to reset the DEFAULT options without solving the problem.

Once started the OS works perfectly, what happens is that in that “check” exta that makes the RAM, skips the BIOS screen (I have also tried pressing f2 / del although the screen is black, does not enter BIOS either).

Any ideas? I've seen that I'm not the only one that something similar happens, ****** the time I bought an ASUS product.

EDIT:
memtest86 passed with 0 errors.
I have checked that the PSU voltages are correct under stress.

Have you tried setting "Memory Context Restore" in the BIOS?  It skips the memory retraining step and might help.  Not a fix but a potential work around. 

it's about the settings in: Advanced/AMD CBS/DDR options/DDR Menory Features

or: Ai Tweaker/DRAM Timing Control
