I have a 9950x3d. I want to rule out the motherboard. The CPU passes OCCT with no errors and I don't have crashes, but man the thermals and the fans are insane. It will fully idle at 37c (CPU, not CPU "package" which is usually almost 10c higher). When I sneeze, it will jump to as high as 50c then back down to 40, the down to 38 or so. It does this a LOT and it throttles up the fans a LOT. it's weird cause it's so annoying. I feel like it sits really quiet, but then quickly ramps up just by sitting in front of it.
I have PBO on Enhanced and locked to a 90c cap. OCCT at 100% drives it up to 90c, but it never boosts beyond 4.7.... I do have EXPO 1 with 6200 and it seems table. I haven't had a single crash even with 3dmark, but nothing I do gets the numbers I used to with the 9800x3d. I do need the extra cores for media editing, but the 9800X3d got 30k on this board and this hits 28k. Steel Nomad hits 9k unless I turn on the BIOS game parker, then it gets to 9500.
I Auto tuned the fans, and I have turned on AI Cooler II. Nothing seems to make sense. I don't think I have a CPU issue, But I don't know if I have a power delivery issue that the 9800X3d didn't trigger?
These ASUS boards have given me so many issues. The Bluetooth module vanishing and the weird "Other Devices" issues when connecting things to the Bluetooth adapter worry me but I got reports that others have had the same issues.
I do have the ASUS AIO 3 360, and it's pump is noisy as heck over 2200 RPM, but again, I am not sure I have a thermal issue. Even in Cyberpunk 2077, it stays below 60c.
Latest BIOS, latest firmware.
The state of modern PC building is so messy right now... 😕 Any feedback is appreciated.

Double down on your aio would be my plan. Using a push pull configuration. Get one of those am5 contact frames and consider kryonaut or duronaut thermal paste. Maybe even liquid metal application. Lots of little differences add up for better temps

theres also a game boost option in the bios that makes the chip run cooler while gaming
