Need help with a new build with Asus ROG Strix X870E-E Gaming motherboard

Need help with a new PC build - first attempt after putting everything together, it won't POST.

PC Parts:

• CPU - AMD 9950x3d
• Motherboard - Asus ROG Strix X870E-E Gaming WiFi
• Memory Corsair Vengeance RGB 64GB (2×32GB) (CMH64GX5M2M6000Z30)
• GPU - Asus Prime RTX 5080
• SSD - Samsung 9100 Pro
• AIO - ARCTIC Liquid Freezer Pro 280 A-RGB
• PSU - be quiet! Pure Power 12 M 1200W
• Case - Fractal Design Meshify 3 RGB

Error message & behavior:

• Motherboard displays Q-code "00".
• All RGB lights on the AlO, memory, fans, etc. turn on. But no case fans (including Al0) are spinning.
• Only the PSU fan seems to be blowing air.

Steps taken so far to troubleshoot:

1. Check all cabling both on motherboard and PSU.

2. Re-seated CPU and AlO.

3. Checked each RAM module one at a time in A2 slot.

4. Clear CMOS using a button on the back panel.

5. Bios Flashback to the latest version. I'm running out of ideas at this point.

If the system is still displaying 00, first ensure that the 24-pin and 8-pin ESP connectors are fully inserted on both the motherboard and PSU sides.

If no change, remove the CPU once more and inspect the socket fully for an debris or damage (inc bent pins). Then do the same for the CPU pin-pad.

If no change, the culprit is unfortunately likely to be either a defective CPU or motherboard.

Update: Ended up taking to a Micro Center and they confirmed what I suspected. Motherboard was dead.
