Error code 00 + DRAM light after random display off

Hello, I'm having issues with my computer. 

Here's the story: I was browsing YouTube when my monitor shut off and would not turn back on, so I shutdown and reopened my PC. Afterwards, I was getting a VGA error, so I turned it off and reseated my GPU. The VGA error disappeared and was replaced with a DRAM + Error Code 00 as stated in the title. Of course, there is still no display.

Specs:

ROG STRIX X870E-E 

9950X3D

5070TI

G.SKILL F5-6000-J3636D16GX2-FX5

SAMA SM360 AIO 

MSI SPATIUM 560

LIAN LI EDGE 850W

Things I have tried:

Reseat ram, try different ram configurations (ex. Only A2, only B2, Only B1, etc.), reseated CPU (Pins look fine, asked 2 other people to look as well just in case, actual CPU is fine too), loosened CPU cooler mount slightly, checked cables, booted without SSD/GPU/both, flashed bios, reset CMOS (button and battery), tried to boot with another known working GPU. 

I have no more ideas, anyone have a similar issue or possible solution?

Hello iamdopeyouarenope

Code 00 = CPU not detected.

This can be the motherboard, cpu or psu.

I can't say for certain, but I'd probably lean towards the cpu.

Would you recommend RMAing everything or just the CPU?

Well, I'd hate for you to rma the cpu and it be the motherboard or possibly the psu.

I think to be on the safe side, rma both the motherboard and cpu to have less down time. The psu would be the least likely suspect.
