It's a total shame for such motherboard class to have this problem (besides to all other problems with M.2's/PCIe x16>x8 and more).

1. ASUS, why do you change hardware reset pins behavior when user changes FLEXBUTTON behavior?
Hardware pins "RESET" must be "RESET" always! There is no need in FLEXBUTTON at all if reset pins is the Flexbutton duplicate.
Make RESET work as expected - in any circumstances it must be RESET.
2. WHERE ARE PC SPEAKER CONNECTOR? Return PC Speaker to your motherboards!
Why are you, ASUS, cut this simplest thing for such a high-price MB? I need to look at monitor everytime to understand that MB is booting? That reset was OK? That memory training finished (I need to look at monitor for 5-10-20 minutes???) I need to be near PC to get a moment when BIOS POST started? But if I don't need to boot to system but look at monitor just after BIOS POST started? I need BEEPs but I don't have PC Speaker connector!
If I'm at the other room, If I'm doing work at other PC's and I need when the PC (re)starts successfully? That is starts at all (when monitors shows nothing)?
Absolute shame. This MB didn't cost money they ask for it. Can't have more than 3x NVME M.2 and VGA x16.
Buy much cheaper MB's, they do the same for a 1/3-1/6 of the price.

Problem description:
I've found that my case Reset button didn't reset my PC.
1. I moved working computer from one table to another. Then I was in need to correctly connect monitors (in order I want _before_ configuring them in Windows. I started PC and saw that I need to change monitors connections to videocard, but after that I have a blank screens. Hmmm. Ok, maybe I need to reset to redetect?
2. I pressed case reset button and... nothing changed - blank screens. I changed DP's cables again, pressed case reset again - blank screens. Ok.... maybe MB want to... retrain RAM (???) - I just moved my PC from one table to another, but maybe after full powering off MB it's just forgets everything? Ok... let live it alone for 10..20..30 (???) minutes - nothing. Blank screens!
3. I dive under the table to see Q-code and... found A9, searched it and... "We are in BIOS". What??? Maybe reset not working? Powered off/powered on - ok. Booted. But?.. Spend an hour to understand that reset didn't work.
4. Next day I disconnected case reset button from MB, booted to BIOS and shorten MB hardware reset pins (case connectors group at the bottom right) - and nothing happens! I've tested case reset button with a tester - it works.
So it is 100% MB problem.
I tried to short reset button few times - no reaction.
Then I go to BIOS Tools>Flexbutton settings and changed to "Reset" (I changed it to Aura On/Off previously to test how I can totally disable LED's when PC is off without any success), saved changes and reboot to BIOS again.
And what? Hardware reset pins started to work!
It's my last Asus product for a ~30 years (thousands of asus products was bought/sold by me for this period).
