BLACK SCREEN( check hdmi conection)

I just built a PC, but when I turn it on (I don't have Windows installed yet) I don't get into the bios and ami, but I get stuck at something (in the photo). I loaded 2 mice, both wired and usb, I tried all the USB ports (about 10-12 in total). The cursor doesn't even appear on the screen. The same problem when I insert the keyboard. However, their lights come on, a sign that they are receiving power.

But these peripherals work because I tested them on the laptop. I updated the bios and it still doesn't work.

The whole set up is Rog btw: ASUS ROG STRIX B850-E GAMING WIFI motherboard, AMD Ryzen 7 9800 X3D, ASUS ROG Hyperion GR701, Asus PRIME OC GeForce RTX 5080, G.Skill Trident Z5 Neo RGB, DDR5- 6000 CL30 32GB, Samsung 990 Pro 2TB SSD, Asus ROG Strix Black 850W, Asus ROG Strix XG27AQDMG, Asus ROG Gladius III AimPoint, Asus ROG Strix Scope II 96

If it is sticking on  q-code 4d it signifies a cpu problem.  remove cooler check cpu and pins/ pinpads for damage reinstall if no damage and ensure is mounted with correct  pressure.  If you just built the system also make sure nothing is grounding the back of the motherboard, ie standoffs.  most lickly it is uneven mounting pressure has happened to me before.  good luck.
