X670E Crosshair Extreme LED EC is a buggy garbage mess

Is there a windows reflash tool for this motherboard to manually reflash just the Aura LED EC firmware?  I flashed to the latest non beta bios this morning (2403 I believe it is) for better stability and in hopes reflashing the LED firmware would unbreak it but it's doing the same trash behavior.  No matter what I set in BIOS for the behavior of the LEDs, as soon as the PC reboots and repowers the motherboard the Aura LEDs turn off.  When the BIOS flashed the firmware they came back on, but the moment I reset all my OC settings back, once the reboot to reapply the voltages and power occurred, bam, the LEDs shut off again.  Whether I always set the BIOS to leave them on, they stay off.  I originally would get around this issue by flicking the PSU switch off and rebooting and praying it didn't memory train again doing the same cycle, but now that doesn't even work anymore.  The LEDs will kick on, then the board will recycle and the LEDs will go off again.

Is there a fix to this incredibly stupid problem on such an expensive board or at least a CLI tool to reflash from windows to turn them back on?  My PC never loses power as I'm hooked into a UPS and have solar w/ battery banks so I just want something that turns the LEDs on again.
