I just build a new PC 2 days ago with all the equipment being brand new and my problem is when I boot my PC normally, no Motherboard lights are on and everything is fine but if I reboot my PC then randomly I get the VGA led white light and I will have a black screen until the windows login screen appear, then I get a picture again but the VGA white light stays on... this is a problem that only happens when I reboot the PC and I have tried nearly everything.
(Things I have tried so far)
- reseating the GPU atleast 7 times now
- reseating RAMs multiple times
- tried turning the PC on with only 1 Ram
- tried different slots for the rams other than the usual A2, B2. Tried them all
- changing slots for the SSD
- removing all PSU cables and inserting them again
- BIOS updated to newest, also tried older versions
- CMOS cleared
- CLRTC cleared
- nvidia 4080/4090 firmware update
- disable fast startup in BIOS
- all drivers up to date on PC
- Tried some other solutions as well that I was reading online that I don't remember on top of my head

Ram: 16GBx2 Kingston furry expo/xmp
Watercooling: Corsair h150i LCD RBG
PSU: Corsair hx1000i 1000W
SSD: Corsair Force MP600 Core XT 1tp
Monitor: Asus VG24VQR 165hz
OS: Windows 11
