There seems to be some compatibility issue with this RAM kit -> XPG LANCER BLADE RGB - AX5U6000C3016G-DTLABRBK , it is a 2 X 16GB DDR5 dual channel kit. Has EXPO profiles.
Observed with BIOS revisions: 3279, 3280, 3287 .I am now on the latest 3602 BIOS version, same behaviour.
The system would not boot with both sticks of RAM installed, after a CMOS clear. The screen would remain black.
To be able to enter BIOS setup page i would need to install ONE stick of RAM from this kit, into the 4-th DIMM slot. Then I need to manually select the EXPO profile in BIOS, to be able to boot with both sticks installed.
The RAM kit is rated at 1,35V. When i boot with that one stick, after a clear CMOS, bios page shows a lower voltage ~ 1,27V.
XPG LANCER BLADE RGB - AX5U6000C3016G-DTLABRBK has build in EXPO profiles.
The CPU used is a AMD Ryzen 9 7900.

These are the timings of the modules . The BIOS loads by default the Jedec #7 table (CPU-Z). As explained in the first post, board boots, as per Jedec specs, only with one module installed in the 4-th DIMM. To use both modules you need to load EXPO and then add the second RAM stick.
