Troubles with turning pc on/off

I have a really bad problems with my build. I have x670e hero, r9 7950x, rtx 4090 and kingston fury ddr5 5200mhz. I have enabled DOCP profile, and memory context restore. 

My PC won't turn on the first time. Sometimes it turns on if you turn the power supply off and on, sometimes it just turns on if you wait 2+ minutes, sometimes it turns on and hangs on the login window. From this I can notice that sometimes it turns off strangely: the monitors and the backlight of all the peripherals go out, but the fans spin and their backlight works, the motherboard and the LCD display of the water cooling display the processor temperature). The process of starting a computer is as follows: the fans start spinning, the monitor lights up for a very short time, without displaying any picture (I have two monitors), then it goes out, the backlight of the entire periphery comes on, one monitor lights up, but without a picture, and the second monitor writes that the device turned off and it will now go into power saving mode. Everything, everything is spinning around, but the picture never appears.

I would like to add that sometimes the peripheral backlight turns on and off several times. And right now, i finally got image on only one of my monitors. I entered my pin, and it stucks... (third time the same, very strong lags).

 

Right now after unsuccessful turning my pc on, my mouse lighting didn't turned off after force pc shutdown, and keyboard blinking with yellow color (blinking, like some error happens every 15 seconds), (but when razer service is not started, my keyboard smoothly changes all rainbow colors).

 

Oh, and i thought it might be helpful to notice, that sometimes my RAM lighting doesn't synchronize with motherboard

Okay, now i really think i found a problem. If i shutdown pc without any USB cables (just one keyboard, which I also disable during shutdown), then i connect USBs back, turning on my pc, turning off, and finally it shutting down in seconds.

 

And what about turning pc off, i downloaded NVIDIA UEFI Update Tool 1.2, and installed it while pc was started on iGPU, and now i see uefi logo, and my pc turns on every time.

I found something like a bug, when i set the onboard devices configuration, aura settings when the pc is off, to "stealth mode", my pc has some problems with turning off and on, but when i set it to "aura off", my pc boots normally and shuts down normally too. But i'm not sure that if this is the problem, so i still need help.

 

Although I was probably in a hurry, it looks like the problem has returned.

 

The problem when starting is that when my pc turns on without uefi logo (in my case rog logo, with text "press f2 or del..."), my pc either turns on so slow, or not giving me picture to my displays at all. And shutting my pc down takes about 3-4+ minutes to stop fans and disable fans lighting.
