SSD in M.2_2 slot keeps disappearing from BIOS and Windows 11

Motherboard: ASUS ROG Strix B650E-I Gaming WiFi AMD

BIOS is updated to: Version 3040 from 1616, released 2024/09/24

CPU: AMD Ryzen 9 7900 12-Core Processor 3.70 GHz

GPU: NVIDIA GeForce RTX 3080

SSD:

OS -  Samsung 2TB 980 Pro M.2 NVMe - installed in M.2_1 slot on top-side of motherboard

DATA - Samsung 4TB 990 Pro M.2 NVMe - installed in M.2_2 slot on bottom-side of motherboard

Installed RAM: 64.0 GB G.Skill Trident Z5 NEO Series (AMD Expo) 64GB (2 x 32GB)

OS: Windows 11 Pro 23H2

I previously had a Samsung 2TB 980 Pro M.2 NVMe as my DATA drive. I replaced this with a larger version. To do this I used AOMEI Partition Assistant 10.5.0 to clone the 2TB drive. The 4TB drive was in an SSK M.2 NVME SATA SSD Enclosure Adapter through a USB 3.2 connection to clone the drive. Once the clone was completed and verified, I removed the 2TB from the motherboard. I then booted Windows only with the OS SSD. I then shutdown Windows, installed the DATA drive in the M.2_2 slot.

Problem 1. The drive was not recognized by Windows. The drive was found in BIOS. I changed the drive letter to the drive letter previously used by the 2TB DATA drive (E:) and the error was initially corrected.

Problem 2. I put the computer to sleep. When I awoke the PC, the computer would not awake from sleep. After completing a cold boot, the 4TB DATA drive was not found by Windows or BIOS.

I then began Google searches for fixes.

I came upon numerous threads at ASUS, Reddit, and other sites that said to try different methods (e.g., BIOS settings changes, Windows changes). None of the possible solutions listed worked, or only for 1 or 2 boots, but then the drive would continue to not be found.

The computer remained bootable since the OS drive was not affected. When the DATA drive is working, it is viewable in Device Manager and Disk Management, as well as Samsung Magician. Samsung Magician is using its latest version (8.2.0) and the firmware on the OS SSD (5B2QGXA7) and DATA SSD (4B2QJXD7) are the most current. Samsung Magician diagnostic scans of the DATA SSD are completed successfully without any errors found.

The DATA drive occasionally works with default BIOS settings, other than QFan manual settings for chassis and CPU fans. AMD EXPO is disabled. I have re-seated the 4TB DATA SSD numerous times.

Windows Settings: Control Panel > Select Hardware and Sound > Select Power Options > Select Change Plan Settings > Select Change Advanced Settings > Under the PCI Express field, make sure Link State Power Management® is set to Off

BIOS Settings: I have tried default settings. Again, this will work for 1 or 2 boots, maybe 1 or 2 sleeps, but then not work at all. I have also tried:

Advanced > Boot > Boot Configuration > Disable Fast Boot setting

Turning EXPO off for RAM. This is off with default settings.

I have also gone through the FAQ “[Motherboard] Troubleshooting - Cannot find the hard disk drive or SSD(M.2) after motherboard powers on.”

SOLVED: RMA'd the Samsung 990 Pro 4TB SSD. Problem was with the SSD, not the motherboard or settings.

I have tried two clean Windows 11 installations. Same issue occurs. Any solutions?
