ROG Strix X670E-A Some USB ports not working in Windows

Several USB ports intermittently do not enumerate devices in Windows.The same ports work in BIOS.

In Safe Mode, all ports work normally.

If I plug a SanDisk USB flash drive into a front panel USB port, it always works and then the other USB device that previously wouldn’t start suddenly begins working (even on other ports). It looks like connecting that SanDisk stick triggers some kind of global bus reset or wakes the hub/port group. (All my front headers are working. I've tried with another cases front panel and nothing changed.)

What I’ve already tried:

Clean Windows install(s): The issue appears right after drivers are installed (even on a fresh OS).

No ASUS apps in Windows at any time.

BIOS “USB power delivery in Soft Off (S5)” tried Enabled and Disabled (also played with ErP S4+S5). No change.

On all “USB Root Hub (USB 3.0)” and “Generic SuperSpeed USB Hub” entries, I unchecked “Allow the computer to turn off this device to save power.” No change.

Ports are working perfectly in Safe Mode.

Tested with services disabled/clean boot style, issue persists.

AMD chipset drivers currently not installed / removed, still persists.

Anyone with X670E-A (or other ROG X670E) seeing this “works in BIOS, flaky in Windows; Safe Mode OK; plugging a stick wakes everything” pattern? If you solved it, which combination fixed it for you (BIOS/AGESA version, Windows build, audio/PD firmware, chipset package, etc.)? Is there a known interaction with Realtek USB2.0 Audio (ALC4080) on AM5 that matches this behavior—even when its firmware is updated? Any confirmed cases where a specific front-panel header / hub chain caused this and how you isolated it? Happy to provide exact BIOS/OS build numbers, UsbTreeView screenshots, and a short reproduction video if helpful. Thanks in advance!
