ROG B650E-E - EXPO Don't allow my PC to Restart.

Hello guys

in the past few months I started to have one issue with my PC, where I can't restart (neither via windows or via Reset Button in my case) My Motherboard get stuck with error 00 and yellow light.

This happens with:
- Different amount of BIOS (Tried with the previous 3 versions, never used BETA) Now using 3042.

- 3x Times clean install of Windows 11, or with 23H2 or 24H2 issue persist.

- Swapped memory sticks of places, and even changed for other memory kit, issue persist. (Original Kit a Gskil 6000MT CL36, and today I changed for one GSkill 6000MT CL30)

- Changed Power supply, from Asus Thor 850W to one Asus Strix 1200W, did not help.

- Removed my CPU AMD 7900X3D, looked to the pins and no damage, added CPU back again did, issue persist.


The only situation where I see the issue stops, it is if I disable the AMD EXPO (Doesn't matter if it is EXPO I II or Tweaked)

My Motherboard only allow me to restart if I disable EXPO, and the only part I couldn't swap to troubleshoot it is my motherboard.

Can you guys help me out here on what I need to do, or what I can do to solve this issue?

At that point, it could be a cpu(probably the imc)issue or a motherboard one. I would try to RMA the board if possible.

I also have the same board as you and I have some issues with it myself. Bios settings doesn't get saved if power is turned off at the psu and it's not even cmos battery related since I replaced it three times already with tested batteries. I haven't RMA'd it because Asus and the system is fine as long as I don't unplug.

Asus quality has just got downhill judging from all the posts here in the ROG forum.

HHuuummmm so it could be CPU...??? So I can try to order other CPU and see if it works!
I'm trying not to use RMA for the Motherboard, (I'm using RMA for one Asus PSU and they asked 15 working days for the results. Luck me I still have the old PSU to keep using my PC.) for motherboard I don't have other 😞 😞 😞  sooooo without PC for that long it will be a issue.

I think I would try one 9800X3D (Once it is back in stock), if solve the issue, it is a good reason to upgrade hahahah (Send the Old CPU for RMA and when it is back I sell it.)

About the issues you have.... now that you talked about I have other small things that happened and I overlooked. In my case I can't update BIOS via BIOS interface, it's impossible. And if I try to do with PC off via Flashback Bios it works sometimes, other the light for the BIOS Flashback don't work and the LED don't get ON.

Yeah, this board is pretty iffy for me. In my case, even with default settings on the motherboard, the problem would still be there so definitely not an overclock issue.

Look at the Q-code during boot as well since there might be clues in there as well (not sure how reliable it is though). It's one of the reasons why I bought this board in the first place for easier troubleshooting. Thankfully updating the bios in uefi is fine for me and fine for the flashback too.

When I power cycle my system(I also unplug the psu from the wall then plug it again) the qcode shows 00 code during the boot as part of the codes during the bootup process(it doesn't get stuck there, it only shows it for a bit) then even b6 for a bit too(it's related to nvram according to the manual). However these codes don't show up when I don't turn off the psu and turn on my pc from shutdown.

I'm waiting for zen 6(if it ever comes to am5) before I'll upgrade my cpu.

Thankfully everything is stable when I'm in the os though I really think this is a mobo issue. My next pc upgrade will definitely NOT use an Asus board though.

Btw, are there any computer shops near you that you can try to swap out components with just to check which parts are acting bad? That would save you a lot of money.( I don't have one near my area so I'm just trying to troubleshoot it myself.) Or you could also buy just another board instead of upgrading your cpu (if cpu isn't the issue) considering how troublesome the mobo already behaves. There some nice asrock and msi x870/e mobos too.

I got contact with Asus support also, they reply today, trying to get one insight from inside, if they already encounter something similar.
The support gave some explanations, not blaming other components but also not point fingers to their own parts. We are in the stage of trying some things.

But yours and his suggestion line up in something: The CPU.

I think I'll do the same thing I did with the memory, order to test and return after troubleshoot.
But with the CPU, it could be a good excuse to change for the 7800X3D or the new 9800X3D. since I hate it the 7900X3D 2 CCD scheme. It's horrible, it took one year to make it run games stable.

Same question here. Was your problem solved after replacing the CPU?

I have tested two different brands of memory that are supported by the motherboard(B650E-i & 7800X3D), and both can only run in the default state (4800). Once EXPO is enabled, the system cannot boot again after a restart. The motherboard’s diagnostic LED gets stuck during the memory self-check.
