New B650E-E TUF GAMING WIFI wont boot into usb install. Won't take bios updates.

Just bought a new system and assembled it. Trying to install windows from USB. BIOS sees the stick. Other computers have used the stick. when trying to boot to the install stick, B650E-E TUF GAMING WIFI  will have an orange motherboard light come on, all fans are going - nothing on screen, never gets to the install. It was the only bootable drive in bios. Figured i might have corrupted the install stick somehow, so i installed windows to the ssd using a totally different computer.

I put the ssd in new computer. B650E-E TUF GAMING WIFI  will see the drive in bios and it appears bootable - same issue. Orange light, fans run, screen is black.

Turning off power, resetting cmos will get me back to bios every time. Trying to boot to SSD or USB will fail. Everything in bios is default. All hardware seems to function in bios. RAM has been swapped in and out. it's in A2 and B2.

Thinking this could be fixed with a bios update, i attempted with 3 different updates. FAT32 drive - updated file name - root of drive. mobo will see the files, attempt to update, then say "not valid bios update".

I'm at a loss. Cannot boot from usb. Cannot boot from SSD. Cannot update bios. Any ideas what might be the root cause of this?

I'm updating using ezupdater with the files from https://www.asus.com/us/motherboards-components/motherboards/tuf-gaming/tuf-gaming-b650-e-wifi/helpd... (renamed on fat32 usb)
