Why are so many parameters duplicated in these two sections of the bios? What happens if the value of a specific parameter is different in these two sections? Does one section have dominance over the other?

In practice, make changes to the settings in the Extreme Tweaker Menu only, unless there are any exclusive to the AMD OC Menu. It's more convenient anyway, we curated settings which we consider more applicable and placed them all in the Extreme Tweaker Menu for you.

But what if the settings disagree? For example, v soc in extreme tweaker set to 1.3 and in amd overclocking set to 1.1
