BIOS interface is lagging/stuttering on B650-e WIFI

UPDATE: the cause seems to be a LianLi TL LCD fan.  If I disconnect the fan from the lian li controller, the stuttering goes away.  Other TL series fans don't seem to cause the problem.  The firmware of the fans is up to date, so I don't know what the actual fix is.

 

 

 

 

.Shortly after building a new PC, the interface of my BIOS started stuttering/lagging as if it were struggling to update the screen.

The problem did not exist when I first used the machine/bios, but after going through the windows updates and updating the AMD chipset drivers (could be coincidence) the BIOS began stuttering.

I have tried the following fixes:

1. Updating the BIOS

2. Toggling EXPO settings on and off

3. Disconnecting all peripherals (USB) except the same keyboard/mouse I used when the problem wasn't there.

4. Disabling fTPM

5. Resetting CMOS via jumper

 

I can't seem to identify the problem.  The BIOS seems to work fine, and there's zero lag/stuttering in windows, but I'm determined to track down this issue.

 

Hardware specs:

CPU: Ryzen 7800x3d

Motherboard: ASUS TUF B650-E WIFI

GPU: PNY 4070 TI Super

Memory: G.Skill 4800 2x16GB (works fine in EXPO at 6000)
