Asus X670e Extreme; Capture Card will not display video on PCIEX4

Greetings,
I am trying to get a Elgato HD60 (PCIEx1) to work on PCIEX4 slot but no video will output, and will not show up in Device manager, but my TV will detect it is a Nintendo Switch I am trying to capture. Now if I move it to PCIEX16_2, everything works fine but I lose 8 lanes on the Graphics Card so I want it back to PCIEX4 otherwise I may need to go to a external card.
I also have 1 x16 Grpahics Card in PCIEX16_1
2 - M.2 Drives in GENZ.2 slot 1, and in M.2_1 slot.
M.2_2, GENZ.2 Slot 2 and PCIEX16_2 are empty.
PCIEX4 - Elgato HD60 (non-functional)

Any ideas? Did I overlook any settings?

Having the same issue with an Elgato 4k60 Pro mk.2 which is x4 but only runs when putting it on the PCIEX16_2
I only have the X16_1 and the m.2_1 in use.
PCIEX4 doesnt seem to work with the capture card
