the board does not start after the "reboot" command from under windows 11, showing the code "00". But after a complete shutdown, the start is normal.

Reboot worked on 1202, and boot time was reduced from 40 seconds to 10-15. I use the expo tweaked profile and 2x32 GB of memory .... I'm waiting for my parcel tomorrow and I will try 4 sticks of RAM, since 1202 unexpectedly pleased me by being the best bios of all tested

So, it was able to boot but only at 3600MHz.
You can try raising some voltages to see if you can get it to 4000MHz.
Try ...
Dram VDD voltage - 1.435v
Dram VDDQ voltage - 1.435v
S.O.C. voltage - 1.20v
Raise the Dram Frequency to 3800MHz and test, if all is well, try Dram Frequency at 4000MHz.

I spent 2 hours yesterday to start at least at 4800, while I left 2 memory modules - they work stably on any expo profile at a frequency of 6000 and with mcr turned on everything loads quickly in 10 seconds ... I also turned on the x3d optimization profile for the processor in the BIOS, this setting lowered the bus to 103 and the processor frequencies became a little higher.... I'm not ready to put up with such a low frequency as 3600 and even 4000..... I had DDR4 and i9-9900K working on 3600-4000 before this build, so set 3600 and go down in performance with the transition to faster memory is nonsense;)

I'll agree with your decision. While you're able to get 128GB to work, performance will suffer because of the lower frequency.
You're doing the right thing by sticking with one kit and 6000MHz.
You could still get some of your money back by selling the unused kit on e-bay. You could sell the kit as "open box" as you've only done testing with it.

bios 1303 ........ 128 Gb woked om 4800 ....the main thing is patience .... and it will be rewarded 😁
