That's normal. The hardware usually reserves around 100mb of RAM for itself, that windows cannot touch. You can't change it.

Someone in another forum dropped me the file (AMD_Ryzen_Balanced-Driver.msi) but installation fails:
I'm going slightly mad… any suggestion?
