Same problem here both with the official 7306 version and with the 7401. Now i am back with the 7302 that works fine.

I must admit it had the most consistent Cinebench runs for me. I reflashed it and forced GEN3 PCIE. Booted fine, without BSODs. Will report any issues if something pops up.
Is there anything (ABB) soon for ROG-STRIX-X370-F-GAMING ? One of the only x370 asus boards that can handle 3900x and 3950x without vrm's exploding while using it + it can handle pbo/overclock too.
