I don't think it can be really fully solved until AMD address it in (some of) upcoming new AGESA updates.

There are some workarounds one can try on C6H:
0) make sure that system is 100% stable with actual memory parameters and voltages
1) increase fail count to 4 or 5
2) disable fastboot option
3) tweaking VDDP_CLDO parameter
4) manually set bclk to 100MHz
5) hardcode (set manually) memory timings
6) set manually SOC and memory voltage to correct values.

7) disable "Turn on Fast Startup" in Windows 10 (check after bigger updates i.e. fall creators)

Cold Boot issue is not related to AGESA. I have fastboot enabled on 1602 with my system running at 3.9 and RAM at 3560 and I don't experience the cold boot issue.

At the base of the cold boot problem, there are motherboards that are not fully compatible with Ryzen processors.

So, never wait for Zen1 processors to solve this problem.
