I also got error 0D just after mounting a new AIO and, in my case, the error went away by loosening the screws a bit.
In my case it is an Arctic Liquid Freezer II 280 mounted with offset mounting, so it is not exactly centered on the cpu die, and this may be why.
After I loosened the screws a bit the motherboard started booting as usual and never got any other issue on that.
