Yes and no, it depends on how you want your computer to work for you.
Personally, I like to enable ErP Ready =Enable (S4+S5). When I shutdown my computer it shuts down completely (USB Ports, BIOS Flashback, CMOS reset, motherboard LEDs, etc). I only have to turn off items that use their own power supply (Monitors, speakers, external disc drive, etc).

Control Panel/keyboard/Hardware/Properties/change settings/Power Management/ uncheck (Allow this device to wake the computer).
There are BIOS power options and Windows (Software) power options. Both BIOS and Windows (Software) power options have conflicts sometimes. When you figure it out let the forum know.
