Hello,
First of all, the issue date from a very long time - the system occasionally can't resume from sleep or can't turn on and it's resolvable when you completely switch off the PSU.
1. Tried to set all the recommendations that already suggested here in the threads -> eRP Option - Enables (S4+S4)/S5, PSU cable re-seat etc.
2. Swapped the PSU -> Seasonix Vertex PX1000
3. BIOS -> 4702/Default settings + Stealth mode for AURA
4. Contacted several times ASUS technical support but received only the same suggested resolutions as "contact your retailer"/ "we can't offer an exchange etc" for an issue which seems to be widely known and affects many users.
The issue seems to be connected with the AURA lightning somehow (START button on the motherboard continues to light up even the system goes to sleep). The issue is easily reproducible with passmark sleeper software.
For me as an ASUS customer, the situation is very unpleasant and I never experienced such disinterest from a vendor.

Fix in that case was to swap the Cmos battery.
Dont know if it will fix it for you, but relatively easy and cheap to try. might be worth it.

Unfortunately this didn't solve the issue nor the latest BIOS - 4805.
The issue reproduced easily just with few cycles with Passmark Sleeper.

Have you tried the latest BIOS 4902?
Likely won't help, since this is a hardware defect from what I understand. ASUS won't help you either because they know it is their fault, but they want to brush it under the carpet to avoid a recall, since it affects virtually all Hero and Dark Hero boards.
Are you sure that the ErP S4 +S5 doesn't help?
Essentially what you need to do is remove all power from the motherboard when you turn it off.
So you need ErP S4 + S5 enabled.
You need to turn OFF Fast boot
You need to turn off USB power when in off state.
In windows, for convenience, remove the options for Sleep and hibernation, so you can only turn your Pc off.
This should solve the issue entirely, it has for my Dark Hero. I have had this setup for years, without the issue reoccurring even once.
All I am giving up is sleep, but my PC turns on in about 20 seconds anyway. No wake-on LAN and no usb power when turned off, but that doesn't bother me.
That being said, I have recently looked back into the issue, because someone commented on my Reddit thread (search Dark Hero Start up issue reddit) that he managed to solve the issue with Firmware 4805, but I had my doubts, and others have tested and reoccurred with 4805.
The reason I am looking at this again is because this issue seems to be related to the RGB system, it is somehow responsible. So since 4902 updated the Aura firmware, it might have changed the way it works, potentially solving it ? Unlikely but one can hope.
Could you update to 4902 and see if the startup issue is solved ? ( without thr workaround above)

I updated to 4902 and this morning tried to turn on the computer and tada it didn't start without flipping the PSU switch to discharge the system fully.
That was without eRP option active, so conclusion is still the same - HARDWARE FIX is needed..
I was completely fine to send them the motherboard for a repair if they had told me the exact cause but none of this ever offered as an option.
Absolutely awful customer experience.

Yea thats what I expected. It it a hardware fault which cannot be solved via firmware.
Asus just being incompetent and shady.
I would just avoid Asus products in the future tbh.

So no one from the support team showed any interest in giving a full explanation about the root cause that is causing the problem.
