This issue since 1001ish finds the USB device but fails to initiate it with a device descriptor error. I belive this issue falls to asus to correct. If rolling back the bios, it works flawlessly, with that said if it was the common usb issue people have suggested then intermittent experience would be seen on 0803 too. Further more, no amount of restarting, powering down or cable swapping will get the usb device to register on 2103.
I'm sure some of the earlier people in this thread can attest to the fact it's a bios issue and not the same general usb ghost issues you get from time to time with corsair products.

I'm sure you can appreciate how tiring it is to update the bios, update my settings, log into Windows, try fixing the problem there for the hundredth time, download the old bios since I can't fix it, to USB flashback, update my settings since they didn't save properly, log back into Windows, wait another month for new bios. As you said, this is the third or fourth bios put out with this specific problem, and I'm tired of being ASUS beta tester.
