You're not guaranteed 3.9GHz on a 1700. Have you increased voltage?

I can run 4GHz, 1.42V on a 1700x. What are temps and LLC settings?

my ryzen 1700x stable 4.0 ghz 1.42v if you need more 50 mhz speed you must give 0.1v more(4.05ghz 1.52v) :((((

if you take error code 8 give more voltage or take down mhz

Ryzen SKUs have been clocked and speed-binned close to their maximum potential versus Intel who use conservative clocks and thus have more headroom for overclocking. This is probably because Intel use TIM under the IHS and have a cheaper stock CPU cooler, whereas AMD use solder.

So what I'm saying is that Intel APPEAR to have better overclockability because AT STOCK CLOCKS they run a lot slower than their maximum potential due to the crappy TIM under their heat-spreaders and stock cooler that everyone throws away as soon as they get it.

AMD is clocked highly OUT OF THE BOX because they have a decent solder solution under the heat-spreader and a better stock cooler. So there's not as much headroom as Intel for overclocking.

In other words, Ryzen will never clock as highly as CoffeeLake, but you get more cores for your money, and you need a 1800x for the best clocks because they are speed-binned. Even with the 1800x, 4.1 - 4.2 GHz is the maximum you can reasonably expect to achieve.

With some IMC and memory setting tweaking, memory related (F9->0d) cold boot issue can be minimized while waiting for BIOS to completely resolve it.

And I would agree that being a premium X370 board from premium brand like Asus, one would expect better support...
