I have moved back to 7201 with the exact same settings and now get 4 cores boosting to 4.4 and higher average clocks staying in the 4.3 area most of the time including gaming. have been running some Corsair 3200 and its run fine for the last couple of years on updating to 7401 and setting the DOCP to 3200 i was getting blue screen of death randomly
on running mem test 64 the memory was coming back with faults after 30 mins
have now rolled back to 7201 and ran the test again with DOCP 3200 after 6 hours no errors and no BSOD
i did not try resetting the CMOS when i had 7401 installed could this have made a difference?

It's normal, UEFI is a mini-OS and actually draws a lot more power than Windows in idle. You can test it with a power meter. Just get used to it 🙂
