Like you said. It's easily fixable by restarting the system.
EDIT: In Overwatch the effect is similar to rubber banding - runs normally then stops my character in place then resumes.
Dishonored 2 - the lip sync is fast forwarding skipping audio dialog sections.

since installing 3008, but I've also installed Radeon Adrenaline drivers & AMD chipset drivers recently as well, so it's not clear where the culprit is hiding

I've identified the issue I believe. I'd installed 17.40 Chipset drivers over Adrenaline 17.12.2 over 17.12.1, in that order as I recall. Then I found 17.12.2 Settings screen was not responding at all, and I reinstalled 17.12.1. This is when audio lag & lower benchmark scores reappeared.
The fix was to install 17.40 AMD chipset drivers again, audio desync disappeared and DX:MD benchmark score went back up 20fps. Install the chipset drivers last, whichever GPU driver you use!

I was seeing something similar and for me I think it had to do with the Power Setting for Ryzen in Windows 10. It was doing the constant fluctuations of the CPU from 3600 down to like 2000 MHZ. So what I did was set this setting, see if it helps you.
Go to Power and Sleep and if you have AMD Ryzen Balanced select it and click Change plan settings then on next screen pick Change advanced power settings. Go to Processor power management and click on the Minimum processor state and set to 100% so this way it never idles or changes from 3600, so more or less your Min and Max should be set to 100% instead of it constantly fluctuating trying to conserve power. This setting needed set even when all Power management is disabled in bios.

Unfortunately this is a temporary fix. Might as well restart/shut down the system each time instead of disabling power saving.

Actually I never shutdown any of my computers. They all run 24/7 365. I also never use sleep or use any power management in any way. I always run this command on all my systems upon every Windows 10 Preview update. powercfg /hibernate off - this will give you several gig back on your drive.
