Changing one option in bios results weird readings

I'm using the latest bios 1403 non beta with ryzen 1800x default and 16gb ddr4-3200 g.skill flare x. I've done reflash by usb bios and cleared cmos. Things iv'e noticed so far are:

When going into bios for the first time my cpu voltages are 1.5v seen from the screenshot below:

Then when I restart my pc turns off once then goes into bios and If I change one thing like ignore cpu fan my cpu and dram voltages change on their own. Also I checked the default dram timings and it was 16 16 16 16 34 at first run then when restart it changes to this in screenshot

I also noticed that i have high tension with 1700X stock, same as yours, on BIOS.
On windows sometimes the VCORE tension also spikes to 1.5v occasionally.

I hope its just a bios problem which will be fixed soon otherwise I'll have to go with another brand for motherboard.

67471 Could someone please take a look at this for me as I can't use 3200mhz and Like in my previous posts above showing weird voltage like I have to use 1.27v to get 1.35v on dram and if my cpu core voltage on auto it goes to 1.5v so I have to use offset minus along with cpu soc.

This screenshot of my 1501 bios shows the voltage changes I made to get low temps

Update 3: Windows 10 boots up fine idle temps 19c woohoo now to stress test this new setting

Update:

Well things cannot get any weirder I've just changed my vcore from offset minus to manual 1.27500 [ 1.351] and changed my cpu soc to offset minus and dram 1.27000 [1.351] I noticed my idle temps were 27-32c after doing this and at one point went down to 21c. My previous temps with 3.9oc and 3066mhz ram was idle 60c on 1501.

I'm going to go back to bios 1403 and try the same settings to see if my temps improve. Will let you know the results also my specs are on my profile.

P.S. Anyone notice that windows 10 updates causes black screen after restart and cannot see bios? I had to restart my pc so it auto defaulted to be able to see the asus logo.

Update 2: Well I went back to 1403 bios and used the overclocking presets - load 4ghz profile then changed

cpu core ratio from 40 - 39
memory frequency to ddr4-3200mhz
cpu core voltage from auto to manual mode - 1.27500 [ 1.351v]
cpu soc voltage from auto to offset mode - minus [1.177v]
dram voltage from auto to 1.27 [1.351v]

temps in bios looking good at 23c now I'll do some stress testing to see if its stable

Can someone please let me know if you can see my posts. I've managed to get my ram rated at 3200mhz at 1.27v [1.351v] What's the best stress test to test my new settings please?
